Preamble
In many countries reform programmes are acting as a catalyst for improving standards of public and private sector performance, decentralisation of power and budgets and greater flexibility in managing human resources. A sound framework for change initiatives, clearly setting out expected achievement at all levels and accompanied by a clearly stated strategy for implementing change is therefore essential for all modern public and private sector organizations.
