Preamble

A 21st century middle and senior leader of an organisation, be it central government, Parastatals,
private and civil society institutions, will in addition to the usual managerial skills require effective
skills at scanning their environment and a willingness to take calculated risks. Failure to do so will
make the respective institutions unresponsive to numerous challenges ad unable to meet the set
objectives of the vision 2030.
